The Council is formed of representatives of national organizations (normally one per country) or by individuals representing countries where national organizations do not exist. The Council encourages the free exchange of views and beliefs by all its members and intends not to discriminate against any person because of her or his race, religion, gender or sexual orientation.
The Council Meeting takes place in two parts every four years during the European Pastoral Care and Counselling Conference. The Council Meeting shall in its first part discuss the current situation of pastoral care and counselling in Europe. It shall in its second part appoint the steering committee for the next European Conference.
The Council can decide to hold other meetings for the whole Council or part of it.
A General Assembly shall be held during the Conference to which all participants are invited.
